Access Error - Workgroup Information File

Hi,

I'm having an issue with Microsoft Access on one of our
machines. I have tried installing multiple versions
(2000, XP, 2003) but I recieve the same error on all
versions. Access launches ok, but when I try to create a
new database or open an existing database, I get the
following error:

Workgroup Administrator couldn't create the workgroup
information file. Make sure that you have specified a
valid path and file name, that you have adequate
permissions to create the file, and that you have enough
disk space on the destination drive (-3100)

After clicking the "OK" button, I then get the following
error:

Microsoft Access couldn't fine file '(6 ASCII/oriental
characters here)'. This file is required for startup.

The machine has many Gigabytes of disk space free and the
user is a local administrator on the machine. I searched
the computer for a system.mdw and it did not exist. I
copied one from another machine and tried to join it
using the Workgroup Administrator. This allowed me to
attempt to open an existing database or create a new one,
but shortly after doing so, Access has a fatal crash with
no error messages. Just the default "Microsoft Access has
encountered an error and must close. Send error report to
Microsoft?"

As I said, this happens on multiple versions of access
with the exact same error messages and behaviour. I have
run out of ideas on how to fix this. I've even tried
updating MDAC/JET componenents to the latest versions
with no success. Does anyone have any ideas how to fix
this? I can't find any information in the Microsoft
Knowledgebase.
