Access Fatal Error

When ever I try to create a new database I get the following error:
"Workgroup Administrator couldn't create the workgroup information file. Make
sure that you have specified a valid path and file name, that you have
adequate permissons to create the file, and that you have enough disk space
on the destination drive. (-3100)" When I press "OK" the following error
occurs "Microsoft Office Access couldn't find tile '(a bunch of oriental
characters), This file is required for startup."

Access is the only file that has this problem. I have tried uninstalling
Office, then reinstalling it and nothing ever changes.

Please help thanks

adequate permissons to create the file, and that you have enough disk space
on the destination drive.

The disk partition may have plenty of space available, but is your Windows
user account assigned a quota on disk space? This might be one of the
problems if the installation would exceed your limit.

When you installed Microsoft Office, were you logged on to the computer as a
Windows Admininistrator, or is your user account a member of the
Administrators group? You don't mention which version you are installing,
but the Workgroup Administrator for Access 97 tries to save the default
System.MDW file in the protected Windows system directory (which depends
upon the operating system, but the default should be C:\Windows\System32).
If your user account doesn't have security permissions to create and modify
a file in this protected directory, then you'll receive this error. If you
are installing a later version of Office, then check the default C:\Program
Files\Common Files\System and C:\Program Files\Microsoft Office\Office
directories to ensure that your user account has permissions to these
directories. Of course, your computer could be configured differently than
the default installation, so you may not know which directory this file is
"supposed" to be.

I can't comment on the gibberish, other than to say that if your Windows
user account didn't have Adminstrator permissions while installing Microsoft
Office, perhaps having an Administrator install it on your computer will
help fix this other problem.
