Access form layout cannot be edited for one form

I have four forms in an access database. Two of them I can edit in Design
View. Two of them I cannot get to design view. I did not do anything in
particular to lock them. I remember finding a solution once before, but can't
remember what to do.

try to right click on the top of the form that may you may see the design
view icon in there. if it is not there but the option to close is, then
select close and the design view may come up then.
