Access help points to Japanese links?

User is trying to search for help within Access. He is being directed to
help pages that are apparently in Japanese.
This is what he is doing:
Open Access, click for help and search on 'functions', click on the top help
response (Functions by category), now choose any of the links in the new
window that opens and you'll be directed to a Japanese site.
Here is the link I get when I click on any of the functions (same result
when clicking on "Functions: Alphabetical"):

Using Access 2003 with Windows XP SP2.
