Access in Office 97 won't start under windows ME

I have Office 97 which I recently moved from our ancient
Windows 95 machine to our newer machine running Windows ME.

Everything works fine apart from ACCESS. If you try to
start it you get the message
"Microsoft Access can't start because there is no licence
for it on this machine"
