Access Installation Error

A client of mine is receiving the following error when installing an Access
2000 database:

Register Access 2000 has encountered a problem and needs to close. We are
sorry for the inconvenience.

Error signature
appname: reg.exe appver: 1.12.0.0 monname: kmw_dll.dll
modver: 6.3.4.1 offset: 00002fc8

The program is being installed via an InstallShield Professional 7.0 setup
which also contains the Sagekey Access 2000 Runtime product. The client's
machine is running Windows XP Home Edition and it has MS Office 2003 loaded.
The program has been installed successfully on a number of other machines.
Can anyone shed some light on this error? Thanks.
