Access licence problem

I installed the Office 97 suite on a Win98 system. Word,
Excel, and Powerpoint all start up fine. When I try to
start Access, I get the following message:
"Microsoft Access can't start because there is no licence
for it on this machine"
This is really weird considering each of the other apps
shows me the user name and product key. I have uninstalled
Access and reinstalled but no change. Any ideas?

Yeah, but he's probably used the canned newsgroups answer MDB from my
website. A few keystrokes, a couple of mouse clicks and paste in the
answer.

Which I do a fair bit as well.
