Access lisence

I installed office XP and could not run Access because of
message: "you do not have lisence for this program on your
machine". I uninstalled Office XP and installed Office 97
and get the same error message about no lisence. Can you
hepl me get rid of that message which is blocking me from
opening the old version of office also.
