Access New Project .adp file -- Can't Create New Table

In Access 2000 there is an option for creating a New Project (New Database). When you select this option you have to connect to the server. In my case I am using MSDE and I am able to connect to the server. However, I cannot create a new table. This option (new table) is unavialble, i.e. it is grayed out. Thus I cannot create a new database. Shouldn't I be able to create a new database using the new project option and MSDE as opposed to creating a new database which I assume uses JET.

I also have the latest service pack for Access 2000.
