Access not loading

Packages made using access 2002 and the packaging wizard
work fine on windows xp computers, except computers with
service pack 2.

Windows XP computers with service pack 2 will not load
programs made with access 2002 and the packaging wizard .

What update do I need to MOD or access to fix this???
