Payroll is so very ugly and complex I doubt very, very much you will
ever find a template to download. Once you include government rules
for taxes, pension and unemployment, union contributions by fixed
amount or per hour, overtime rules, pensions. And each one different
by state/province, union or whatever. <shudder>

Not only is payroll horribly complex, as others have indicated, but worse,
the powers-that-be have a nasty habit of changing the rules at the last
minute, leaving payroll publishers frantically burning the midnight oil
trying to get the changes implemented in time for the start of the new tax
year. It's for that reason that the company I work for finally decided to
get the heck out of the payroll business. Payroll is too much hassle even
when you're getting paid for it, so I really can't imagine anyone giving it
away!
