Access Plug-in?

Does some sort of plug-in exist that gives pc's without MS Access installed
the ability to use applications created with Access. Example, I believe that
one exists for users to read MS Word documents without having MS Word
installed, just a plug-in.

For Access 2003 you can purchase Microsoft Visual Studio Tools. This product
contains the Developer Extensions which include a royalty-free Access
Runtime enabling distribution of Access solutions.

For previous versions you can buy Microsoft Office Developer which includes
the license for royalty free distribution of the runtime.
