Access Runtime and Service Packs

I originally installed Access 2000 before SP1/2/3 were released and have
installed service packs as they became available (latest one is SP3). I
noticed that some features in an Access file built with Access version SP3 do
not work properly on computers running versions prior to SP3.

I want to distribute the file on CD with Access Runtime, prepared by using
the Package & Deploy wizard on my computer.

Will Access Runtime have the updates included in SP3 or will it have the
same features as the Access I originally installed (i.e. no SP1/2/3)?
