Access Runtime Installation

I'm not an Access developer, but another guy here is.

He says that when creating a runtime installation package, the choices of
where to store the .MDE file are:

Program Files
Program Files\Common Files
Windows\System

Is that all? Of course on an XP system all these places are R/O to a
standard user and therefore the databases can't be written to.

Is it possible to store the MDE to somewhere R/W - e.g. C:\Documents and
settings\all users\documents

Is it possible to write this location to the registry somewhere during
installation, so another program can find out where the files are installed?
