Access Runtime--Opening Program

I HAVE CREATED A SETUP FOR MY RUNTIME ACCESS APPLICATION.
THE PROGRAM LOADS AND WORKS BUT --------now on a windows
XP machine it appeared to load fine, however when we click
the name of the program on the programs list we get an
error message (instead of the program opening).

Can't find find dll link library MSO97 RT
Can't use runtime command line unless MS Office Developer
Edition Tools is installed

Please Help Me With This Problem Has anyone ever heard
of this?
