access security wizard problem

I want to set different permission to different users. I have setup the
workgroup in Tools, Security, Workgroup Administrator. And I have set the
user account in Tools, Security, User and Group Accounts. After I run the
Tools, Security, User Level Security Wizard and click the finish button in
last page, the access don't give me any reponse and the status bar is not
completed. No error message is pop up. Any one can help me?
