You would need to purchase a copy of the Office Developer's Edition.
This will permit you to distribute your Access application with a run-time
version of Access; with that on their machines, your clients can use your
application, but can't change its design.
Strictly speaking, your clients WILL have a copy of Access on their PCs, but
it's not a full copy.
You can't run an Access front end without some sort of Access on the PC.
