Access to other peoples folders (Outlook XP)

I have given my collegue "Owner" access to my mailbox (just to be on the safe side whilst getting this working) but when we look on the Tools menu, there is no "Services" option. I have checked under "Customise" and its not there either.
I have Exchange 5.5 and Outlook 10.4219 SP2 is the problem with Outlook/Exchange compatability?

To access a shared folder that isn't one of the folders listed on the File |
Open | Other User's Folder dialog, the mailbox owner needs to grant Reviewer
permission to the root of the mailbox, as well as appropriate permission on
the folder.

The user who needs access then goes into Tools | Services, brings up the
properties for the Exchange Server service, and on the Advanced tab, adds
the mailbox.

After that, the user will see in the folder list all those folders in the
secondary mailbox to which he/she has access and can add any of those
folders to the Outlook Bar. See
http://www.slipstick.com/outlook/links.htm#addtobar.

Tools | Email Accounts is the right command for Outlook 2002 or later. Tools
| Services is for earlier versions.

set up a rule to transfer the mail that I want him to see, and I have given
him "Owner" access level to that folder.Right Click on the Folder Icon, the "Send link to this folder" is grey'ed
out I have tried dragging the folder icon into a mail message, but on
arrival at the other end it gives a message "Unable to display the sleceted
folder or item ....... one or more paramter valess are not valid" I am
told by the security team that we both have the same security access.
