Access to Projects on server

Where soupose to I set up on Project 2003 server access for users to open
their projects published on server. Because everytime I'm trying to open any
new project saved on server it's showing me "The file could not be opened"
It's happening with every new project I save to server.

PS. Do I need to sharepoint services running un server to do this?

The default permissions in Project Server allow users to open the projects
they have created. Have you changed the default permissions somewhere in
the system? No, you don't need SharePoint to open a project in Project
Server, but you do need SharePoint to access the Risks, Issues, and
Documents features of Project Server. Hope this helps.
