I have a Access 2003 database that users use to access and enter
information. Do they need to have the full blown version of access to use
this? They will not be making any design changes. They will just run the
application.

How can they use it without having the full access installed.

You could create a run time executable version of Access

Check out Tony Toews comments:

It isn't cheap (unless you are using Access 2007 where it's free) but you
can convert your db that you develop into a runtime version that everyone
will be able to use even without the full MS Access program installed.

Another possibility is to create Data Access Pages and let users input and
view data through a web browser. That can work well if everyone is on the
same network.

Yes. You need the full Access version to create the app, but you can download
and distribute the runtime free of charge.
