Access will not create a database, new or a template.

I ordered Microsoft Office 2007 Enterprise Edition and installed it so it
would all run from my harddrive without needing the DVD again. When I open
Access 2007 and tell it to create a database whether it being a blank
database or template, it will return to the start page again. I do not have
my antivirus, firewall, or any other programs on when this happens. I have
completely uninstalled, reinstalled, repair, and installed it on a fresh
install of Windows XP Pro. Excel, Word, and Express work fine. I also have
every update for Office 2007 and XP Pro installed. I do NOT have any Office
2003 programs installed. I ran the diagnostic program provided by Office 2007
and it found no problems. Any ideas?
