Access won't load

Using Access in Office 97. Access wouldn't load when I clicked on program.
I re-installed Office 97 completely, twice. Installation was indicated as
"successful". All other applications (Word, PPoint, Excel) work
wonderfully. Access gives error message: "MS Access can't start because
there is no licence for it on this machine." Prior to this problem
occurring, I have used the Access application on this same machine for years.
