Access Won't Open

I cannot get access 2000 to open after upgrade from
Access 97. When I attempt to open Access 2000, I get a
message telling me that Access cannot find the MSOffice
International Dynamic-Link Library. It then tells me to
re-install Office97 Developer's Edition.

I checked the knowledgebase and the only errors I could
find referencing this type of error told me to Copy the
MSO97.dll and MSO7ENU.dll From the Office 97 CD-ROM and
install it into the Office folder.

I did this but still get the same error message.

HELP!!!!
