Access won't quit

On a computer running win2000 and access2000
i have an access application that is messing up.

when the user quit the application, the application end correctly.
However when he tried to quit access, there is no way other than
ctrl+end+del and
kill the task.

This is not happening on other computer and i cannot figure it out.

The application is adding a temporary menu to the main menu bar,
the menu is working correctly.

Any ideas?
