Access XP converting/saving repeatedly on Access 97 database

I have an Access database that was created in Access 97. Some PC's
are still running Access 97 while others are running Access XP.
Occasionally, the Access XP PC's will get "stuck" when opening the
Access 97 database. The database opens and the status bar says
Converting/Saving repeatedly for several minutes. I have changed the
registry on the Access XP PC's to not prompt to convert the 97
database when it opens. Does anyone know why the converting/saving
problem is happening???
