Access XP creating new files

I have a customer who was converted from Office 2000 to
Office XP. She has converted her databases to Access
2002. When she accesses the databases, Access creates a
new DB with a number appended to the file name, e.g.
Database.mdb -- Database1.mdb -- Database2.mdb

I need to know what is causing this and how to set it up
so that it won't happen again. This is the first
Department that I have upgraded and I have 32 other
departments to upgrade before I am done.

Any help is appreciated.
