Access97 Runtime ???

Hi to all,
I have an Access97 Run-Time Application.
My problem is that when i install my run time application on a pc first and
then trying to install
the whole Microsoft Access97 Enviroment ( i mean the whole enviroment so i
can develop and make changes to the .mdb file), Microsoft Access 97 won't
start.
This means that if the run time application was previously installed on the
pc i can never install Microsoft Access 97
over it.
Why is this happening ???
