Accessing a secured connection

Unable to access a secured connection.When I try, a security alert pops up and tells me I'm about to enter a secured connection.Then I click " OK " and another message pops up and tells me I'm about to leave a secured connection. I never get the connection.Under Internet Options in the control panel, all settings are set to default .
