AccessRT doesn't works with low user rights Windows XP

Hi there,
My Access client program is running in multi-user enviroment. Some user has
Windows XP with no rights to write to C:\Program Files folder.
There is no way to change user rights. (Company policy)
But the Access runtime (aka AccessRT), (what needs on machines doesn't have
Office) always want to use this folder (C:\Program Files).
I try to install AccessRT to other folder, but it doesn't works.
He always want to use C:\Program Files, I think for making .ldb files, or
some other index files.
Does anybody know, how can I avoid using C:\Program Files?
Is there any new version of AccessRT (i use which published with Office 2000
developer edition), without this problem?
Anyway, is there someone who has ever met with this problem?
