Account problems

I currently have a secondary limited account setup on my
Winbdows XP machine. When the account status is set as
limited the user has no access to the internet but can
use yahoo messanger. When the account is set to
administrator access is allowed to the Internet. How do I
fix this problem? Are there any updates I need to get?
