Account Test Fails

Hello,
Project server 2003 sp1 and sharepoint services appear to be running fine. I
can connect to Project 2003 Server via ODBC from Project Pro 2003 and create
a project from an existing mpp file just fine. Now I want to publish the
project so it available with Project Web Access.
I can access Project web access fine, but when I try and test an account
from Project Pro it fails with the error "the following file is being blocked
by the administrator pjdbcomm.dll" I check that the dll has the proper
access by allow it anonoynous access. I am the admin. I need some direction.
I double check all the setting in IIS, Sharepoint, and Web access.

Did you remember to add the Project Server URL to the SharePoint managed
paths exclusion?

Thanks for your reply. I am going nutty trying to get this to connect. I did
excude is from the managed sharepoint paths. I found a post on setting the
Meta data for the password synch to false which I did but that did not seem
to help. I keep gettting the same error each time I try and test the account
in Project Pro. The admin is blocking the the file pjdbcomm.dll. Can you give
me some direction.
