accounts seem ok but no send/receive button or function

I have rebuilt and uninstalled and reinstalled several times but no matter
what I do after I rebuild my email and add/delete accounts the app will open
ok but new accounts do not allow the send/receive function to be there.

I think I need to clean out a registry setting but which one?

Try deleting the file %AppData%\Microsoft\Outlook\outcmd.dat and then
starting Outlook.
