Action Button Rollover state

I see I can make any image into an action button. But can I also assign a
rollover image to that action button? I wanted something other than that
highlight that it defaults to. I figured I could make 2 images, one text in
black, and the same with red text. I want the red text image to show when
mouse rolls over. Is that possible? Thanks,
