activate custom toolbar only in report preview

Set it as the Toolbar property of the report. That will cause it to be
displayed when the report is previewed and closed when the report is closed.

No, what you want is the property of the report named "Toolbar". Set that to the
name of the toolbar you want displayed when the report is previewed.

but the tool bar shows all the time (and active buttons) on all of my forms
as well even though I do not have that tool bar property on those forms.

If you have the toolbar hidden by default and then set it as the toolbar
property of your report then it should ONLY be seen when the report is opened.

Is this a totally new toolbar or did you modify a built in one?

it's new toolbar i created from scracth, not modified from built in.
i really don't understand 'toolbar hidden by default'. probably i changed
the default setting accidently? where to change it?
