Activating Chinese speech recognition in Office Small Business Ed.

I want to install the correct MUI for Microsoft Office Small Business Edition
2003 so I can use Chinese speech recognition. I am able to use the English
speech recognition and switch back and forth between Simplified Chinese
characters and English, but cannot enable the Chinese speech recognition.
