Activation Wizard

I have two systems running Windows XP with Office Xp SBE
that have gone into reduced fucntionality mode, but don't
display the activation options.

After looking on the web it seems it can be forced by
deleting .dpc and dhs files and/or loading sp1 and sp2.

I have tried all those options and the activation messages
don't appear. Just the reduced fucntionality mode text.

Any assistance would be appreciated.
