Active content in saved HTML files built in Publisher

This is an odd question. We have a government client that of course is
watched over and controlled by the network police and won't allow active
content (ActiveX) to run on any machine.

We have a navigation-able project built in publisher and saved as HTML. It's
four simple pages with just some simple "click here for next page"
hyperlinks, and some hyperlinks to some pdfs. Stupidly simple. However our
client can view the project because they receive the "No Active Content"
error and the whole project is unusable. Is there a way to build a
navigation-able project similar to this without having active content? Is
there any other program other than Publisher? How do I get this to work?!

Publisher doesn't produce accessibility compliant webs..and if the site is
gov site fehgedaboudit.

not sure what you mean by; navigation-able

By that I mean someone important wants a "nice and pretty" way for our
clients to navigate through all the files. It's a boat load of files and we
built two simple pages with a backgrounds and just a list of the files they
could look at (also since the file names are cryptic and I don't know why
there were named like that). Apparently someone did something similar in
Dreamweaver and they haven't heard of any problems like I am experiencing.

Sorry - forgot to add this:

The files are all on a CD that they want made to hand out to some of the
higher ups and those on boards and the sort. So it's not a website.

It's because you're looking at the web with IE on a local machine. You could
add a MOTW (mark of the web) to your website

As far as the files...just create buttons/hyperlinks to the files.

"Active content" and ActiveX are not the same thing. AFAICT, Windows
seems to consider any live web on a local drive to be "active content"
and blocked. ActiveX does not come into it at all.
