Active will not let me get updates

When I try to get Windows update, the active x comes up and saays my Security is too high. I ajusted the level and it does not work. I also tried to remove these files: iuctl.dll and iuengine.dll. I found this info on a resolution page from Microsoft Winddows Update Troubleshooter. I need help
