Active X Component can't create object

I have developed an application in Access 2002 in Windows XP. When I try to run the application on the user's machine, using Access 2002 with Windows 98, I get the error message "Active X component can't create object". I know it has to do with the selected VBA references but I haven't been able to fix the problem. Any ideas ??
