ActiveX Component Can't Create Object

I am new to Access and I want to make a Customer database. I get the
ActiveX Component Can't Create Object error. I have followed the KB
article here <-http://support.microsoft.com/kb/296205/-> 1 through 5 no
need for 6 no running terminal services.

I also just uninstalled and reinstalled Office XP. Looking for help.
