When I try to create a chart using wizard, I get a message that says,
"activeX component cannot create object" What does this mean and how can I
fix it?

It means something is b0rken.

Start -> Settings -> Control Panel -> Add/Remove Programs

Find Microsoft Access or Microsoft Office on the list.

Hit [Change or Remove]

The setup program launches. Hit the repair button. You may be prompted for
the original media (CD, Network Share, or wherever it was installed from)

Once that is finished, a reboot is probably a good idea too.
