ActiveX control error

When I click on the "Send to email recipient" from any program. word is the
one that gets used most. It opens what looks like an Outlook mail message.
Yet, when I try to insert my signature, I get the following message:
One or more ActiveX controls could not be displayed because either:
1) Your current security settings prohibit running ActiveX controls on this
page, or
2) You have blocked a publisher of one of the controls.

I'm running XP SP3 with MS Office 2003.

I can rule out #2 as I have no controls blocked on this machine.

Also above the signature there appears to be a picture that cannot be
displayed (a placeholder maybe?) I can delete it, but it is such a pain to
have to do it every time.

Also as it appears to be an Outlook message and my Outlook is set to insert
the signature automatically, why is my signature not put in automatically.

Any help would be great.
