ActiveX controls dialog

I have Office 2003 installed on three computers. On only one I get a the
dialog: "This application is about to initialize ActiveX controls that mught
be unsafe..." every time I open an Office document. On the other two
computers I do not get the dialog.

How can I set the one computer so it doesn't show the dialog?

I'm more interested in knowing where the ActiveX controls are coming from.
My friend gets these prompts even when hs used Word (from Office 2003) to
open a new document.

I suspect it has something to do with additional .DOT files processed by
default. He had three; a couple belonging to Norton AntiVirus and one to do
with some voice recognition software he installed a couple of years ago. I
disabled those (which got rid of the macro security warnings) but the
activeX prompts persist.
