activex message when starting help or vba help

Using word 2000. I had to reinstall because of registry glitch. Now every
time i start help or vb help i get the following message "An activeX control
on this page might be unsafe to interact with other parts of the page, do
you want to allow this." .......... with yes no buttons.
anybody know what this is and how to stop it?

It's one of the settings in Internet Options on the Control Panel. (Nothing
to do with Word.)
