Activities in MSPS 2007 - exactly what is "published" when published?

Sounds like an odd question I know, but I do understand that with
regular projects, a "Save" and a "Publish" are very distinct:

1. Save saves the data in the draft database where only the PM can
access via Project Pro
2. Publish now means that the project, its tasks, and assignments are
now visible in PWA

Since Activities are created and teams are built in PWA to begin with,
what does publishing get you - the activity shows up in the pick list
for timesheets? Is there any visibility anywhere else in PWA?

Publishing makes activity data available from the Reporting DB.

If all I'm using the Activity for is as a placeholder for posting
actual time for operational projects (team is built, Activity is
published - no detailed tasks or assignments), then would it be right
to say that unless there are other people added to the Activity team,
there is no need to-republish after folks start posting their time to
timesheets? In other words, the time entered will be available in
the timesheet data structures in the appropriate databases?
