Actual Finish Date Disappears

When using project server 2003 we have tasks without assigned resources for
memo type issues. We want to mark them as closed once they have been settled.
However, server keeps wiping out the actual finish date after the project is
saved to the server and re-opened.
Why is this happening

That's why the Actual Finish date disappears. With the use of Managed Time
Period, Project Server assumes all task updates must be done from each
user's timesheet in PWA. The only exception is that it allows you to
manually upate Milestone tasks in the Microsoft Project plan. Hope this
