Actual Finish date incorrect after publish in PWA

We are currently using MS Project in a PWA Environment to track Actual Start
and Finish dates of a project. The projects are created from pre-defined
templates the calendar is set to use 9 hour work days 7am - 5pm. Each
project has many tasks assigned to different "Resource" personell which the
users view via PWA. The User can input the "Actual Start and Finish Dates"
but when the changes are published the "Actual Finish" date is not
(displayed) correctly in PWA. The date is correctly stored in the project
which is verified via Project Center. The transaction history for the Task
also shows the correct dates but shows a time of 8am not our calendars 7am.
The date is incorrect on the "My Task" page and in the "Task Properties"
input area. The duration is also incorrect and in partial days,ex 25.889d.
when it should be 30d.
I have documented the errors and can email them to anyone that has time to
look.

You can check if the Enterprise Calendar is forcing these dates to change.

The only thing I don;t understand is why it is different in Project Center
and then my work area

How do I see if it is forcing the dates to change? We have the Enterprise
Calendar set up to use M-F 7am-5pm yet all dates entered in PWA show an 8am
start time then when calculating the duration (days) 1 day becomes .898 8/9.
We have also checked the Server Regional Settings via PWA making sure that
the start is 7am.
The duration is also wrong in the Project Center but the "Actual Finish"
date is correct and only displayed wrong in PWA.

Under Server Settings in 2007

Select Additional Server Settings > (UNCHECK) allow local based calendar

Work Hours make sure it says 8h

Also check the TimeSheet setting to see if things make sense here.
