Actual Work in Project Central vs Project

I created a project in MS Project 2000, and published my tasks with the
workgroup tools. Each user enters their time in project central. When the
project manager updates the work in Project central, then looks at the
"actual work" in the Project they are different.

How does Project and Project Central synchronize the actual work on a project?
