Actual work protected and actual work - PS2003

Greetings,

We are a Project Server 2003 environment running managed time periods.

My understanding is:

Actual Work is the overall work submitted on the tasks but not
necessarily all hours approved by manager vs Actual Work Protected are
the approved actual hours.

If the above is true, when would actual hours ever be less then actual
work protected for a given day?
I see that scenario in our OLAP cube and in the project plan in MS
Project.

Actual Work Protected = the information a user fills in on the timesheet.
When the timesheet is approved, it is then used to update Actual Work in the
project plan.
When working with timesheets for status updates, Actual work and Actual Work
protected should always be the same. When this is not the case (e.g. if you
manually changed the Actual Work of an assignment for which timesheet
reporting was done), you get an out of sync message.
Synchronising will then copy the information from the timesheet (Protected)
into the Actual Work field of the project plan again.
