Actual Work Protected lower than Actual Work

We published a schedule first with historical actuals. Timesheets came in for
a few tasks and it wrote over the existing actual work to be the same as the
actual work protected values. I have learned since that we are to first
publish the assignments to the timesheets by selecting Overwrite actuals. We
did that and now they both reflect the same values except at the roll up
summary task level. The Actual Work Protected is much lower than the Actual
Work totals. But all assigments reflect the exact same numbers in both
columns. Why is this and is there a fix or some process step I'm missing?

PS. We are using Non-Managed Time Periods

OK...I think I solved my own problem. The summary roll up will be out until
you accept the first update of any timesheet. Project then reboots and the
summary level values are recalculated correctly (as in the Actual Work
Protected and Actual Work summary levels match). Seems like it just needs a
refresh coming from the PWA side.
